How do you get a baby to sleep in a noisy place?

Where I come from everyone lives in detached houses, and a birth leads to sign on the doors saying “please don’t ring doorbell / baby sleeping / shh” etc.
Now I live in an apartment in a city full of apartments and close living, what happens if you have a baby here? Right now I can hear a TV, traffic, some home repairs (banging), and it’s a quiet time too.
